EU Imposes Provisional Anti-Dumping Duty on Chinese Glycine Imports
The European Commission said Monday it is imposing a provisional anti-dumping duty of 910 euros (US$820) per tonne on imports of glycine from China after complaints from EU producer Tessenderlo Chemie of Belgium.
Imports of glycine from China almost doubled between 1996 and the year to June 1999, when the commission carried out its investigation, the commission said.
"The community industry suffered a reduction in sales, volumes, prices, market share and employment levels," it said.
"Despite a reduction in total unit costs during the investigation period, the revenue generated by falling sales and falling prices was not sufficient to generate profits at levels which would ensure the viability of the community industry," it said.
In 1995, the EU producers made small losses because of heavy research and development costs, in 1996 a small profit on higher sales, while in 1997 and 1998 losses were registered again on lower sales, it said.
Tessenderlo Chemie's plant and equipment is totally dedicated to glycine, because of the need to comply with high safety and environment standards, and cannot be split or converted to other products, it said.
China's imports rose to 2,500 tonnes in the year to June 1999, from 1,300 in 1995, it said.
