Text of Agreement on Procedures of Inter-Korean Summit

Seoul and Pyongyang Thursday signed a 15-point agreement on procedures of the first inter-Korean summit in Pyongyang on June 12-14 after five preparatory meetings held between April 22 and May 18 at the truce village of Panmunjom.

The text of the agreement runs as follows:

1. Composition and Scale of Delegation

-- The number of a South Korean delegation shall be 130. -- The number of accompanying South Korean reporters shall be 50.

2. Meetings of Leaders and Pattern and Number of Summit Talks

-- President Kim Dae-jung and National Defense Commission Chairman Kim Jong Il will hold

historic meetings and summit talks.

-- The number of such meetings and talks shall be two to three at least or more if necessary.

3. Agenda of Meetings and Talks

-- The agenda of the meetings and talks shall be to reconfirm the big three principles of national unification declared in the historic Inter-Korean Basic Agreement signed on July 4,1972, and how to realize national reconciliation and unity, exchanges and cooperation and peace and

unification.

4. Schedule of Delegation's Stay

-- The period of the South Korean delegation's stay in North will be two nights, three days June

12-14, 2000, and can be extended if necessary.

-- The North shall notify the South of the delegation's itinerary 10 days before their visit to the North, and the two sides will decide on a final one through consultations.

5. Dispatch of Contingent

-- The South shall dispatch a 30-member contingent to the North 12 days before the delegation's

visit to the North.

-- The contingent can come and go via Panmunjom if necessary.

6. Procedures on Coming-and-Going

-- The South delegation can visit and return by plane or car. In case of the former, the delegation shall use its plane, and in case of the latter, the North will provide vehicles.

-- The contingent shall use the North's vehicles, and their passage shall be Panmunjom.

7. Convenience

-- The North shall provide the delegation with all necessary conveniences, including lodging,

meals, transport, communications and medical assistance during their stay in the North.

-- The delegation shall abide by the North's guidance and order during their stay in the North.

-- The North shall guarantee that the delegation shall send pouches twice a day via Panmunjom

during their stay in the North.

8. Security Guarantee

-- The North will deliver to the South via Panmunjom a security guarantee under the name of its

premier three days before the South delegation visits Pyongyang.

9. Identification Cards and Marking Methods for Delegation Members and Reporters

-- The two sides make delegation members hang identification cards in a convenient way.

-- Reporters should carry armbands.

10. Marking of Meeting Places and Facilities

-- There will be no markings for meeting places and conference rooms including hotels.

-- The North will provide the South with communications facilities at the meeting places and lodgings so that the latter can conduct liaison affairs.

11. Recording of Meetings

-- The two sides can write or record or telerecord the meetings and talks in their convenient way.

12. Reporting of Meetings and Talks

-- The two sides make meetings and talks reported for convenience sake and can announce a

joint statement if necessary.

-- The North provide the South with conveniences so that the latter can broadcast live by satellite or others.

13. Reporters' Activities

-- The North guarantees South reporters' activities during their stay in North Korea.

14. Other Working-level Procedural Issues

-- The South can use direct phone lines between Pyongyang and Seoul as well as a satellite

network during their stay in Pyongyang.

-- The two sides will follow practices in the preceding inter-Korean high-level talks for other working-level procedures.

15. Effectuation of the Agreement on Procedures

-- The agreement will go into effect on the day the two sides sign and exchange it.
