Reforms in China's Procuratorates To Improve DisciplineChina's top prosecutor Han Zhubin said Thursday that procuratorates across the country must strengthen the leadership of grass-roots organizations of the Chinese Communist Party in an effort to combat widespread illegal practices of prosecutors."Only in this way can procuratorial bodies meet the criteria set by President Jiang Zemin to represent the most advanced productive forces, the most advanced culture and the fundamental interests of the general public," he said. Han, procurator-general of the Supreme People's Procuratorate, made the remarks at a national meeting attended by political heads of local procuratorial bodies. Jiang proposed this criteria for the whole Chinese Communist Party during a tour of south China's Guangdong Province in February. "Some of the Party grass-roots procuratorate organizations have been crippled, education and management over Party members is in need of reform and some Party members even break the law," Han admitted. Party organizations of procuratorates should be improved to assure the advancement of the whole Party, he said. More than 73 percent of China's 220,000 prosecutors and other staff are members of the CPC. All staff members should be constantly educated, supervised and abide by work rules and regulations so they do not abuse their power, the top prosecutor said.
