Li Ruihuan Stresses Importance of Legal System Construction


Li Ruihuan Meets with President of Venezuela's Legislation Committee
Visiting Chairman of the National Committee of the Chinese People's Political Consultative Conference Li Ruihuan said Monday that governing a country in accordance with law is a symbol of progress in the civilization of mankind.

"It is also the guarantee of a country's stability in the long run, and it remains a subject and goal for China," Li made the remarks here while meeting Luis Miguilena, President of Venezuela's Legislation Committee.

Li said Venezuela has accumulated quite a lot of experience in legal construction and that China hopes to increase exchange and cooperation with it in this field.

"China has done a large amount of work in recent years in strengthening legal construction and has written 'governing country according to law' into the Constitution and has formulated initially a fundamental framework of socialist legal system," Li said.

At the same time, he noted that legal construction, similar to the construction of democratic politics, is a goal, a means and a procedure, which should go through a historic process of continuous improvement along with economic and social development. Added up by the destruction of the "Cultural Revolution" and the limitation of the backwardness of economic and cultural development, the legal consciousness of the Chinese people is still rather weak, Li said, adding that such phenomena as replacing laws with officials' remarks and power happen from time to time in the country.

Li reaffirmed that China will be built into a genuine socialist country of legal administration through deepening reforms and pushing forward democratic and legal construction. On his side, Miguilena said that Venezuela has paid great attention to the valuable experience of China in reforms and legal construction.

Li, who arrived on Sunday evening for a two-day official visit to Venezuela, also met with Vice President of Venezuela Isaias Rodriguez on the same day, and the two leaders exchanged views on how to boost economic and trade cooperation between the two countries.
