Li Ruihuan on ReformsVisiting Chairman of the National Committee of Chinese People's Political Consultative Conference Li Ruihuan said here Thursday that under the new situation, China has paid more attention to supporting reforms and coordinated development.Li made the remark in a speech delivered at a luncheon hosted by Canada-China Business Council. As China's reform has entered a bullet-biting stage, more attention should be paid to supporting reforms, Li said. "In the early stage of reform, we started with those simple problems that are easier to be tackled. The initial reforms helped to emancipate the productive forces from heavy shackles, which produced quick results and benefited a great many people," he recalled. "Now that the reform is in the most difficult stage, we are confronted with many more deep-rooted and more complicated issues which call for not only a thorough reform of the old system and the gradual improvement of the new system, but also the readjustment of interests distribution among all sectors," he noted. This has become an increasingly formidable job, the Chairman stressed, adding that any major reforms must be supported by supplementary measures. He elaborated that before introducing any reform measure, an overall plan should be made taking into account the sequence of steps to be taken and its effect on related areas so that reform can be carried out in a well-coordinated manner. "At the same time, careful consideration should be given to make sure that it will benefit the people as a whole and is within the scope of their sustainability, so as to minimize any possible impact and achieve its expected results," Li warned.
