China's Chief Delegate Stresses Multipolarity at IPU ConferenceTomur Dawamat, head of the Chinese delegation to the 103rd conference of the Inter-Parliamentary Union (IPU) in Amman, stressed on Monday that multipolarity must be established as new international political and economic orders are taking shape in the world.In a keynote speech during the first day of general debate, Tomur Dawamat said the world has been moving toward multipolarity after the end of the Cold War, and it is the common aspiration of all peoples in the world to safeguard peace, seek stability and promote development. Tomur Dawamat said the establishment of a fair and equitable new international order should cater to the need of world peace and development, and must be based on the five principles of peaceful coexistence, the UN Charter, and other universally recognized norms governing international relations. The road to multipolarity is long and torturous, but the general trend is irreversible as multipolarity serves world peace and stability better than unipolarity, said Tomur Dawamat, who is also vice chairman of the Standing Committee of China's National People's Congress. He stressed that it is unimaginable that a world with nearly 200 countries and 6 billion people should be dominated by a single country or a small group of countries, nor is it possible to ask all countries to follow the same social system or economic model. He stressed that China, a staunch force for regional and world peace and stability, commits itself to the common development of all countries, and China adheres to a peaceful and independent foreign policy and firmly stands against military alliances and blocs, arms race and military expansion. He said there was a detente in general in international relations since the end of the Cold War, but the world is far from tranquil as there is also a growing trend towards forming military alliances, arms race, the use of force or threat of using force. Conflicts triggered by ethnic, religious and territorial problems crop up from time to time, he added. China believes that disputes between states should be solved by just and rational resolutions through peaceful negotiations and consultations on an equal footing instead of resorting to force or threatening to use force, he said. Only by doing so, he said, can world peace and stability be maintained and common development and prosperity of all countries be facilitated. He briefed participants on the achievements of China and the determination of the Chinese people and government to safeguard national unity and territorial integrity. He said the ultimate realization of reunification of China is the common aspiration and strong determination of the Chinese people, including the Taiwan compatriots. He said China will stick to the guideline of "peaceful reunification, One country, Two systems" on the Taiwan issue, adding that there is only one China in the world, Taiwan is an inalienable part of China's territory, and "Taiwan independence" in whatever form is absolutely impermissible, Tomur Dawamat arrived in Amman on Saturday evening to attend the 103th IPU conference, which is attended by 138 delegations and some 1,400 parliamentarians and representatives of international organizations. IPU, founded in 1889 and now with 144 members, is the largest international legislative organization, and its biannual sessions serve as an important forum to exchange views on global affairs among parliamentarians from different countries and territories.
