Exploiting Use of Foreign Intellectual Resources Stressed for West Development

To train personnel with expertise and exploit the use of advanced technologies from abroad forms an essential link pushing China's west development. As an important part of this confronting the State Foreign Experts Affairs Bureau is to enlist the service of foreign intellectual resources in opening up the country's west.

Infrastructure construction in China's west will be accelerated by making most of the service of foreign experts serving as advisers and training personnel by sending them to study abroad and expedite step of ecological environmental protection and sustainable economic development. This will also facilitate adjustments to industrial structures and cultivate managerial leaders and technicians.

So far, the Bureau has approved to invite 37 Israeli and Japanese experts in agriculture, forestry and husbandry to pass on technologies on brand-new species' growing and planting, water-saving agriculture and animal breeding in Xinjiang Uygur Autonomous Region, Ningxia Hui Autonomous Region, Qinghai and Sichuan Provinces.

To attract foreign teachers and professors to teach in universities in China west areas has also been under consideration in a move to enhance teaching quality and promote scientific research and education standards.

Meanwhile, the State Bureau of Foreign Experts Affairs has been ready to pick up and send managerial personnel and technicians abroad, to learn and use for reference foreign advanced experiences and receive intensive education.

In addition, information channel on foreign talents has been established by the Bureau to help more foreign experts, especially overseas Chinese experts to know more about China's west development.
