Members of villager's committees and other grassroots organizations in China's rural areas will be deemed as "personnel engaged in public service" when they assist the government in handling a long list of specific administrative affairs.
This new definition comes from an explanation of Article 93, Clause 2 of the Criminal Law, which was passed here this morning before the end of the five-day 15th session of the Standing Committee of the Ninth National People's Congress, China's top legislature.
