Macao Protects Intellectual Property Right

According a written instruction of Edmund Ho Hau Wah, chief executive of the Macao Special Administrative Region (SAR), all the departments of the SAR Government should install and use computer programs legally and reject piratical discs in order to set an example for the protection of intellectual property rights.

The instruction requires that from May 1, the computer programs installed by the public organizations including official legal persons, the temporary city government, must meet the following two conditions: first, they must have usage authorization in accordance with the provisions of the copyright law or an effective certificate instead of an authorization; second, they must be approved by leaders of these public organizations.

The instruction also requires that responsible persons of governmental departments must set up special items for gaining and using computer programs, meanwhile, they must make proper registration or clear records on materials concerning product identification, materials about the updating of computer program, permission instruction, etc. The instruction also calls for the establishment of an internal supervision mechanism.

Under the instruction, all the SAR Government departments can neither use pirated discs, nor download or install any software without authorization, furthermore, computers of one department can't jointly use the same software.

The instruction of the chief executive, which is a administrative order, is legally authentic.
