Chinese Legislature Urges Development of Seed Industry

China's top legislature has urged that the production, trade, and use of seeds be standardized to protect the interests of those involved in the country's forestry and farming sectors.

The Standing Committee of the National People's Congress (NPC), which opened its 15th meeting here today, heard a report on revising the draft of the Seed Law by the NPC Law Committee. The Law Committee proposed that the state support the protection of seed resources as well as the breeding, production, and spreading of high-quality seeds.

The committee urged stricter controls on the breeding, experimenting, and spreading of transgenetic plant seeds, and on importing major seeds from abroad.

Farmers should be allowed to sell the extra seeds they have produced, the committee proposed, and also suggested stepping up the integration of the research, production, and trade of seeds by various sectors.

Sino-foreign seed producing joint ventures should be allowed to be established in accordance with laws stipulated for all Sino- foreign joint ventures, the committee said.
