NPC Standing Committee's 15th Meeting OpensThe 15th meeting of the Ninth National People's Congress (NPC) Standing Committee opened Tuesday in Beijing, with an agenda that includes examination of five drafts of laws and a number of proposals and reports.Li Peng, chairman of the NPC Standing Committee, presided over the meeting. Zhang Xuwu, vice-chairman of the NPC Law Committee, delivered a report on revision of the Law on Control of Atmospheric Pollution. Gu Angran, vice-chairman of the NPC Law Committee, reported on the explanations by the NPC Standing Committee on the second clause of the 93rd article of the Criminal Law. These two drafts are expected to be handed over for approval at the meeting. Qiao Xiaoyang, vice-chairman of the NPC Law Committee, spoke about the revision of the Law on Product Quality. Zhou Keyu, vice-chairman of the NPC Law Committee, delivered reports on drafts of seed and customs laws. Jiang Ying, director of the State Intellectual Property Office, put forward an explanation by the State Council on its proposal for approval of the draft revision of the Patent Law. The draft will be handed over to the meeting for initial review. Wang Guangya, vice-minister of foreign affairs, explained on behalf of the State Council the application for approval of the proposal on the treaty on the land border between the People's Republic of China (PRC) and the Socialist Republic of Vietnam, the proposal on the treaty of consuls between the PRC and Viet Nam, the proposal on the treaty on the common boundaries between the PRC, the Republic of Kirghizia and the Republic of Kazakstan, and the proposal on additional agreements on the boundary between the PRC and Kirghizia. A report was given by Shi Guangsheng on behalf of the State Council on the progress of China's entry into the World Trade Organization. Also examined at the meeting was a report by a NPC delegation visiting Australia, Fiji, Tonga and New Zealand. The meeting is scheduled to last four and a half days. |
