Russian Duma Ratifies Nuclear Test Ban Treaty

Russia's State Duma (lower house of parliament) Friday overwhelmingly ratified the nuclear Comprehensive Test Ban Treaty (CTBT). The treaty passed the house with a vote of 298-74 with three abstentions.

The ratification of the CTBT came one week after the Duma approved the START II nuclear arms reduction pact with the United States.

The United States, who has the world's largest and most advanced nuclear arsenal, has not approved the global CTBT. The U.S. Senate rejected the treaty in late 1999.
