Policies for Promoting Automobile's Entry into Families to be Introduced
A policy aimed at encouraging personal purchase of automobile and banning the local policies limiting the use and consumption of automobile is to be introduced.
It is informed that the concerned organs are preparing to work out the automobile consumption policy, which will stress two levels: one is to encourage personal purchase of cars according to the guideline of state automobile industrial policy. The second is to encourage personal purchase of light and energy-saving vehicle and to ban the local polices limiting the use and consumption of automobile.
This policy mainly consists of four contents including tax and fee management, coordination with city construction, credit policy and encouragement of consumption. On tax and fee management, the items of taxes and fees will be decreased to simplifying the levying procedure. On the coordination with city construction, the problems concerning city management and traffic administration are dealt with. Parking space must be reserved or pre-built for buildings, the uniform charging standard for parking will be implemented according to different spatial sections. The automobile with exhaust exceeding target or whose security level is no t up the standard will be enforced to abandoned. The automobile credit policy will be further improved to encourage financial institutions' promotion of auto consumption loan in the forms of mortgage, guarantee and forced insurance guarantee and fully embody the principle of encouraging small exhaust and light-sized cars by implementing differential tax rate according the exhaust amount. Big cities will be allowed to stipulate the quantity ratio of automobile on the basis of the specific local conditions, but the differential limitation on small-exhaust cars is prohibited.
