Liaoning Upgrades Small Enterprises

Northeast china's Liaoning Province, one of China's major industrial bases, are making efforts to promote the development of small- and medium-sized enterprises as one of solutions to its problems in economic growth.

At present, the 400,000 small- and medium sized enterprises in the province employ 8 million people, accounting for 40 percent of the labor force engaged in various industries and services.

The added-value of the enterprises reached 129.9 billion yuan (US$ 15.28 billion) last year, accounting for 73 percent of the industrial added-value in the province.

The taxes turned over by the small- and medium-sized enterprises took up 31.6 percent of the total of the industrial enterprises in Liaoning last year.

With a high proportion of large state-owned enterprises (SOEs), Liaoning has a heavy task in the SOE reform and helping them overcome difficulties.

Zhang Guoguang, governor of the province, said that Liaoning has set a strategy to promote its economic growth by developing small- and medium-sized enterprises, noting that the province will focus on promoting a great batch of small and medium-sized enterprises engaged in development of new and high technology and export-oriented business.

This year the Finance Department of Liaoning Province invested 60 million yuan (US$ 7 million) in the establishment of a scientific and technological guarantee company to help small-and medium-sized enterprises engage in technological innovation.

Liaoning is also formulating preferential policies for the small- and medium-sized enterprises so as to broaden their operation scope.
