Top Legislator Urges to Improve Democracy, Legal System

Li Peng, chairman of the Standing Committee of the National People's Congress, has urged to develop China's market economy, improve democracy and the legal system in the country.

The top lawmaker, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the call during his inspection tour of central Henan Province from April 13-17. He visited Zhengzhou, the provincial capital, and Luoyang and Kaifeng with provincial leaders.

During his stay, Li paid great attention to the work of local legislatures. Local people's congresses and local laws and regulations are playing a big role in promoting local development, he said.

Li said the role of local legislators is extremely important, noting that over 3.2 million local lawmakers are representatives of people of different trades.

Li asked local legislators to increase their contacts with ordinary people and urged standing committees of local people's congresses to create good conditions for lawmakers to carry out their work.

On April 17, Li visited the Xiaolangdi Water Control Project on the Yellow River, 40 km north of Luoyang, to learn about current developments in the multi-billion yuan project.

During his talks with local leaders, Li praised Henan for its progress in family-planning, farming, tourism and development of science and technology. He also urged local officials to make all efforts to curb corruption.
