Stepping Up Transferring Electricity From West to East"
At the development strategy symposium on "Transferring electricity from west to east" which was concluded on April 12, Zhang Guobao, minister of State Development Planning Commission, pointed out that energy resources, especially water resources, are the most important resources advantage of west China. Provinces, autonomic regions and municipalities of west China should, from a political point of view, understand the important significance of the project "transferring electricity from west to east" to accelerating western development. In line with the "10th Five-year Plan" for power development and long-term development program, they should draw up concrete measures to promote implementation of said strategic project.
Zhang Guobao emphasized that efforts should be made to study and solve the problems existing in the project. First, we should begin with studying and solving existing problems so as to set up a mechanism for the optimal allocation of resources on the power market. In the near future, it is necessary to study the digesting work related to Ertan, Tianshengqiao, the Three Gorges and other hydroelectric power stations. On this basis, construction of power projects for the "transfer of electricity from west to east" will be arranged. Second, we should give full play to the role of the financial market. Third, we should strengthen macro-economic control, so that the eastern region will set side a fairly large market space for power development in the western region. Fourth, we should speed up the pace of reforming the power management system for the "separation of power plants from power grids".
