HK Justice Secretary Praises Implementation of Basic Law

Hong Kong Secretary for Justice Elsie Leung said April 8 that the Basic Law, promulgated ten years ago, has been successfully implemented since Hong Kong's return to China in July, 1997.

"It is clear that, in practice, the Basic Law is able to safeguard the rights, freedom and lifestyle of the people of Hong Kong and that the efforts put in by all those involved in the drafting and implementation of the Basic law were not wasted," said Leung in RTHK's program "Hong Kong Letter." Leung pointed out that the preservation of the common law system, judicial independence and the constant upholding of the rule of law are all illustrations of the successful implementation of the Basic Law.

"The spirit of the Basic Law is 'one country, two systems' and 'Hong Kong people running Hong Kong,'" she said.

She cited the forthcoming Easter holidays as an example that the Basic Law has safeguarded the essentials in Hong Kong's success and the way of life that Hong Kong people treasure. "It can be said that we are enjoying, in each and every moment, the fruits of the implementation of the Basic Law," said Leung.
