China to Make Most of Its Human ResourcesChen Zhili, minister of the Ministry of Education said at the 2nd APEC Education Ministerial Meeting held in Singapore on April 6 that China's education target in the 21st century is to make most of its human resources instead of being a burden through reform and leaps of development.Talking about China's education reform in recent years, Chen said that China has set its specific task for developing quality school education instead of "test" schooling at all levels. When stressing on cultivating students' quality education for all-round development and their practical ability for creative study, educational departments in China will see that study burden on primary and middle school students is to be cut through reforming textbooks and introducing new teaching and test methods and new appraisal system. Chen also talked about the situation of development of education in China in recent years. She told that there are as many as 340 million educated people on the Chinese mainland and that with an illiteracy of 14.5% from 80% in 1949 and a nine-year compulsory education soon to be realized the country has achieved a 47.4% growth in college enrollment in 1999 over 1998. Being the most active region as part of world economy and technology development, Minister Chen finally said, every member of the APEC should strengthen economy and technology cooperation to meet new challenges. |
