Japanese Cabinet Resigns

The Japanese cabinet of ailing Prime Minister Keizo Obuchi resigned en masse Tuesday to pay the way for a successor to take over, said a statement issued after an extraordinary cabinet meeting.

"Based on article 70 of the Constitution, the cabinet resigned today in view of Prime Minister Obuchi's illness and in with the purpose of avoiding disturbance to the national administration," the statement said.

The decision came after an extraordinary cabinet meeting at 7 p.m. (1000 GMT) called to discuss the political situation arising out of the collapse of Keizo Obuchi, who suffered a stroke on Sunday and has remained in a coma in a Tokyo hospital intensive care unit.

Obuchi, 62, who is on an artificial respirator, is not able to understand questions or make statements, acting Prime Minister Mikio Aoki said at a press conference after he returned from the Juntendo hospital where Obuchi has been receiving medical treatment.

A high-ranking official of the ruling Liberal Democratic Party (LDP) said Obuchi's successor is likely to be picked Wednesday afternoon at a plenary session of the House of Representatives at 1 p.m. (0400 GMT).

The official said the dominant LDP will hold a meeting of its lawmakers in both houses of parliament at 10:30 a.m. (0130 GMT) Wednesday to choose Obuchi's successor as LDP president, which also entails the Japanese premiership.
