Owner of Chinese Theater Arrested in Fatal Fire

Police investigating a fire that killed 74 people at a cinema have detained its owner, a safety inspector and 11 cinema employees.

Cinema owner Han Benyu was operating in Jiaozuo, a city 360 miles (600 kms) southwest of Beijing, without a license or safety equipment, the police said. The inspector detained, Zhao Suxia, was responsible for fire safety in that district.

Many of the dead were migrant workers who used the cheap cinema as a flophouse, according to police.

Their bodies were so badly burned that relatives have been able to identify only 16 of them, source said. An earlier report said Han, the cinema owner, was rescued from the building but suffered severe burns.

The fire added to a string of deadly accidents in China, including fires and building collapses, that have been blamed on a lack of safety regulations and enforcement.
