NPC Chairman Stresses Role of Local NPCChina's top legislator Li Peng wrapped up his one-week inspection tour of eastern China's Zhejiang Province on April 2. During his inspection, the NPC Chairman examined the legislative and supervisory work of local National People's Congresses at various levels. He called on these local legislative bodies to better serve and represent the will of the people.During the inspection, Li Peng praised the active role of the local NPCs in the process of Zhejiang's legislative construction and democratisation. He officially approved the provincial NPC's efforts for promoting a fair judicial system. The top legislator noted that local NPCs should take the area's economic and social issues into account when making local laws and regulations. As for NPC representatives, Li Peng said their participation is important for the daily work of grass-roots legislative bodies. He said the representatives should play their part even when the NPC is out of session. Li Peng also said that provincial level NPCs create more chances for representatives to make suggestions. During the inspection, Li Peng also visited local enterprises. He said relatively developed coastal areas are taking a leading role in China's modernisation drive. In realising the objective, Li said coastal provinces including Zhejiang should further improve their investment environment and introduce high-tech industries.
