HK to Enforce Amended Air Pollution Control Law

The Air Pollution Control ( Motor Vehicle Fuel) (Amendment) Regulation 2000 of Hong Kong, which cuts the level of benzene allowed in petrol to not more than one percent by volume, will come into effect on April 1. "Reducing such toxic hydrocarbons in fuels is important for protecting public health," a government spokesman said on Friday, noting that benzene was a human carcinogen and petrol was a major source of benzene.

The present limit for benzene in petrol of not more than five percent has been in force since April 1997. The spokesman said the move to tighten the benzene limit in petrol is part of an ongoing program to improve the standards of motor fuels.

Following the successful introduction of unleaded petrol in 1991, the use of leaded petrol was subsequently banned in April last year. In addition, the Hong Kong government has also reduced the sulphur content in motor diesel fuel since 1995.

"The government will continue its policy of adopting the most stringent requirements for the quality of motor fuels as soon as compliant fuels can be made available in Hong Kong," the spokesman stressed.

"We will soon put forward legislative amendments to further reduce the sulphur content of motor diesel fuel to 0.035 percent and upgrade the quality of unleaded petrol to pave the way for the introduction of the more stringent Euro III vehicle emission standards.

"These tightened motor fuels and vehicle emission standards are expected to come into effect in January 2001," the spokesman added. He further noted that the government was also seeking to introduce additional measures to tackle air pollution problems on all fronts in addition to efforts to raise the motor fuel and emission standards.
