Souvenir Cover Marks HKSAR Basic Law Anniversary

A souvenir cover will be issued on April 3, 2000 to commemorate the 10 anniversary of the promulgation of the Basic Law, according to Postmaster General Luk Ping-chuen.

The Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China was promulgated by the President of the People's Republic of China on April 4, 1990 and came into effect on July 1, 1997.

To commemorate this special occasion, the Basic Law Promotion Steering Committee, in conjunction with government departments and non-government organizations, has organized a series of promotion activities, including the issue of this souvenir cover.
