Top Lawmaker Emphasizes Mass Line in Legislative Work

Li Peng, chairman of the Standing Committee of the Ninth National People's Congress (NPC), said people's congresses should adhere to the mass line in doing their legislative work and laws should stand the test of practice.

The top legislator made the remark at group discussions with Fujian and Jilin deputies to the NPC, in session here since Sunday.

Laws should be formulated by summing up the experience of the masses, he said, noting that the more developed the economy is, the bigger efforts should be made to strengthen the legal system.

The top lawmaker emphasized the need for people's congresses at different levels and their deputies to perform their functions more actively, saying this is what is required in the process of building socialism with Chinese characteristics and strengthening democracy and the rule of law. Lawmakers come from all circles and are broadly representative of the will and interests of the people, he said.

Li called the struggle against corruption as representing the will of the people and the Party, adding it is a top issue to which people pay a lot of attention and is a life-or-death matter for the nation. He urged strengthening legislative work and combining it with the current anti-graft campaign.
