Self-discipline, Supervision Should Go Hand in Hand to Fight Corruption

Self-discipline should be combined with rigid, strict supervision for building a clean and honest government and training upright officials, said a senior Communist Party of China (CPC) official.

Wei Jianxing, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and secretary of the CPC Central Commission for Discipline Inspection, made this call March 7 while attending a group discussion of Guangxi Zhuang Autonomous Region deputies to the Ninth National People's Congress, in session here since Sunday. The Communist Party has defined the major tasks for the anti- corruption move, involving two issues, namely, fostering upright conduct and bringing corrupted officials into justice, Wei said. An unhealthy Party style does direct harms to the masses of people's interests and seriously deteriorate the relations between officials and the masses of ordinary people, defaming the Party's image. "Wherever unhealthy Party style prevails, there are more offense cases and more corrupted elements."

Two lines of defense, which refers high ethical standard-Party disciplines and strict state laws, should be erected with top priority given to maintaining a high ethical defense line, he said.

A sound, upright Party style of work must be established with enhanced efforts made to rely on self-discipline, extensive education, systems, and supervision, and officials at all levels should often be told what to do and what not to do so as to be immune from being corrupted, He said.

"We have adopted a whole series of regulations and disciplines in recent years, but why haven't we scored remarkable progress? An important reason is that the Party organizations in some areas are lax in Party education, administration, and supervision," Wei said, pinpointing to the crux of the matter characterized with the phenomenon of "peacemaking and philistinism" prevalent within the Party.

Nevertheless, Wei noted that the main stream of the ranks of Party cadres are good, and most officials are restrict with themselves and set high standards on their personal conduct.
