The Ninth National Committee of the Chinese People's Political Consultative Conference (CPPCC) submitted a draft amendment to the full CPPCC recommending that the "rule of law" be incorporated in its Constitution.

The amendment also addresses issues concerning the protracted nature of the country's primary stage of socialism. The amendment, which is expected to be deliberated and voted on by a plenary session of the CPPCC on March 10, was crafted to be consistent with amendments to China's Constitution adopted by the Second Session of the Ninth National People's Congress last year.

The amendment indicates that the CPPCC's National Committee and local committees have adopted the principle of "governing the country according to law," to promote ethical and material progress.

Another amendment validates an economy that allows diverse forms of ownership to develop along with the public sector. A critical portion of the amendment says the CPPCC supports a "system in which distribution according to work is dominant and in which a variety of modes of distribution coexist."
