China's NPC Holds Lecture on Legal Systems

The Standing Committee of the Ninth National People's Congress (NPC) held its 13th lecture on legal systems Wednesday in the Great Hall of the People in Beijing.

The lecture, which was delivered by Prof. Wang Huiyan of Jilin University, mainly focused on the state power theory of Marxism.

Chairman Li Peng of the NPC Standing Committee, who presided over the lecture, noted that it was imperative for the country's leading officials to study economics, law, history, and Marxist politics in particular.

The state power theory forms an important part of Marxist politics, and the people's congress system is the result of combining the theory with the practices of China's revolution, Li noted.

Li stressed that the country's deepening reforms and ongoing modernization drive calls for the further improvement of the people's congress system, which has to be guided by the Marxist theory.

It has been a rule for the past two years that the NPC Standing Committee holds a legal system lecture every two months.

Previous lectures touched upon the Marxist state power theory, social security system, finance, international laws and conventions as well as the legal issues involving China's entry into the World Trade Organization.
