Tuesday, February 29, 2000, updated at 10:52(GMT+8) China NPC Deputies' Proposals AnsweredMore than 70 percent of the proposals, criticisms and opinions put forward by deputies to the National People's Congress (NPC) on government and judicial work have been accepted and implemented, or are in the course of being carried out, NPC sources said in Beijing Monday. In a press release issued prior to the NPC annual session, which is to open on March 5, the NPC General Office said that it collected 3,040 proposals, criticisms and opinions from deputies during last year's annual session, and transferred all of them to the appropriate government and judicial departments to solve. Of the total, 2,149 or 70.69 percent have been or are being handled by relevant departments; 672 proposals, which are too complicated to implement at present, have been listed as tasks for the future, and 219 opinions have been set back for future reference. Government departments have paid considerable attention to some of the suggestions. For instance, in response to a proposal presented by NPC deputies, five ministries and commissions of the State Council formed a joint team last year and conducted extensive field surveys to solve the urban heating problem in areas of high altitude and latitude in the winter. The NPC General Office said that proposals, criticisms and opinions from deputies have been sharply increasing in recent years and many are reasonable but will require great effort to make happen. The generally satisfactory results of the handling of such proposals and opinions are because of the coordinated efforts of the NPC and the government and judicial organizations, the NPC said.
