CCYL Calls for Pioneering Work by Chinese Youth in Western China

The Central Committee of the Chinese Communist Youth League (CCYL) lately called a meeting for mobilizing and organizing the Chinese youth to participate in carrying out the strategy as formulated by the Central Committee of the Chinese Communist Party for developing and opening up western China. It calls on all CCYL members to be concerned with and plunge themselves into the pioneer work of opening up the country's western territory by bringing into the fullest play their youth and wisdom in contributing to China's modernization.

A "Chinese Youth Western China Pioneering Work Action" is to be launched all over China in line with a decision made by the CCYL Central Committee. A nationwide call will likewise be issued for Chinese youth with lofty ideals to develop and made new advancements in the course of developing and opening up western China. As has been decided, the "Chinese Youth Western China Pioneering Work Action" has been planned as follows:

First, youth in western China will be helped to strike deep root and do a good job of work in their homeland. Strengthened professional technical training and vocational education are to be provided under a "Spark Program" for enterprises to help them with greater ability to win new successes in their pioneer work.

Secondly, make sure the "Mother Rivers" and ecological environment of the country are well protected in the country's western region. Two to three new key projects will be added along with construction of eight national key projects as have been planned over an area of 230,000 mu (15 acre=1 mu) of land to be completed in high quality.

Thirdly, encourage young people to do pioneer work in Western China. The CCYL Central Committee will do all its possibility to further mobilize and organize technological talents from home and abroad to participate in the work of developing and opening up western China. It will act as go-between to call for direct ties to be formed of young technological talents with project construction and the effort for technological construction. To develop western China, new investment items will also be encouraged with new markets developed by young entrepreneurs from East China.

Fourthly, work for an intensive effort to help the underdeveloped areas in western China. As have been planned, a "Young Volunteers Act", "Projects of Hope" and "Hand-in-hand Project" will be launched and helped with increased service supply in expediting the development of technology and education in western China.
