Improvement of Basic Organizations Construction in Countryside

The People's Daily in a commentary today calls for the improvement of the construction level of basic organizations in the rural areas.

The commentary says that construction of new socialist rural areas with Chinese characteristics hinges on enhancing and ameliorating Party leadership and giving full play to the nuclear leading role of the Party organizations in the rural areas. To this end, it says, the construction level of the basic organizations in the rural areas must be raised as a whole persistently and earnestly.

It notes that since last winter, the construction of the basic organizations in the rural areas has seen new advancement. Yet in some localities, work in this respect has not been persistent and even has come to a standstill. Causes can be attributed to lacking understanding of the significance and goal of the work. This should be remedied as soon as possible, it urges.

The commentary adds: "The improvement of the construction level of the basic organizations in the rural areas requires first of all the constant adherence to and consummation of the responsibility system in Party construction. The county and municipal Party committees should direct their principal energy and the focal point of work to the countryside and the rural operation and the responsibility system for Party building in the rural areas should be established and upheld in earnest for good as required by the Central Party Committee.

Supervision and inspection should be enhanced, it says, in a bid to improve the whole construction level of the basic organizations in the rural areas. It calls on Party committees in all localities to take supervision and inspection as their important duties, turning to the grassroots and making a great effort to grapple with this operation. It also demands that methods of supervision and inspection be improved and views from cadres in the grassroots units and the masses be heard for the purpose of solving problems and pushing ahead with operations. To lift the whole construction level of the basic organizations in the countryside, people concerned should be adept to study new situation, solve new issues and sum up new experience, it emphasizes.
