The Standing Committee of the National People's Congress (NPC), China's top legislature, will begin examining and discussing 31 proposals, including the revised amendment to the Law of Marine Environmental Protection, during its 13th session on December 17-25. He Chunlin, secretary-general of the NPC Standing Committee, presented a report on the draft agenda and work schedule for the session here this morning at a meeting of committee chairmen, presided over by NPC Standing Committee chairman Li Peng. The secretary-general told the meeting about the draft name list of the Committee for the Basic Law of the Macao Special Administrative Region under the NPC Standing Committee, and the draft decision for the convening of the third plenary session of the 9th NPC Standing Committee, as well as certain other issues. Wang Weicheng, chairman of the NPC Law Committee, presented a report on revisions of four draft laws, including the Law of Marine Environmental Protection, and another report on the revisions of two draft laws, including that of the Legislation Law. Qiao Xiaoyang, the Law Committee vice-chairman, spoke on the explanation for the draft decision on adding more national laws to Annex III of the Basic Law of the Macao Special Administrative Region. Hu Kangsheng, deputy director of the Legislative Affairs Committee of the NPC Standing Committee,delivered a report on the explanation of certain regulations in Article 93 of the Criminal Law. Chen Guangyi, chairman of the Financial and Economic Committee of the NPC Standing Committee, explained the major problems in the draft decision for strengthening the work of economic supervision. |
