For years a sustained effort has been made by Jinlin to push for quality construction of teachers, thereby a general raise of education level and teaching quality by all schools in the city. This has resulted in the training of a fine student body that has won many prizes and awards from domestic and international contests for the city provincially cited twice as an advanced unit.

For its part, Jilin has set up an incentive and managerial mechanism conducive to the rising of a sizeable teaching staff: Backbone teachers are given promotions irrespective of their faculty, schooling or teaching seniority and what counts there is their teaching quality, academic level and outstanding services rendered. To facilitate the growth of such a force, a special fund has even been established to help teachers to participate in teaching and education reform in the city.

To have an overall training course for teachers also forms another important aspect to the whole project for quality construction of teachers and a raise of the level of education and the quality of teaching and much has been achieved to this end by the city.
