WEN JIABAO SPEAKS ON SPRING PLOUGHING

  --------------------------------------------------------------------------------

After hearing reports by provincial governors of Shandong, Shaanxi and Hunan on those provinces' drought and spring ploughing situations, Wen Jiabao gave a speech. He said despite a good start in this year's agricultural production, some problems cannot be ignored. First of all there is a serious drought across the country which has adversely affected spring ploughing. Secondly, large numbers of farmers were impoverished by last year's severe flooding, causing inadequate financial input into the ploughing.

In consideration of this demanding situation, Wen Jiabao said that the key to ensuring a bumper harvest this year is to take urgent and effective anti-drought measures. He asked local governments to offer technical and financial support to areas suffering most severely from the drought.

Wen Jiabao also asked local authorities to guarantee the extension of the land contracting period for farmers. He stressed that they should also make every effort to ease the financial burdens of farmers by not collecting taxes all at the same time. He finally asked officials to put the task of spring ploughing at the top of their agendas.
