Commentary: Compromise Under Coercion

  The Kosovo peace talks in Rambouillet of France have reached some "principled" agreements on the issue of Kosovo's autonomy after 18 days' hard negotiation. People hope the peace talks will become a turning point to end the one-year-long blood conflicts, and enable the process of solving the Kosovo question politically to be continued. However, the current situation is not optimistic.

  From the beginning of the talks, big divergence has been existing between the Yugoslavian government and the ethnic Albanian in Kosovo, which is difficult to be eliminated. The former refused to accept the military part of the peace formula proposed by the six-nation contact group, while the latter wanted to greatly revise the political part.

  The stalemate of the peace talks was broken and important phased achievement was made due to the following two reasons. First, the Western Powers exert big pressure on both the Yugoslavian government and the ethnic Albanians in Kosovo. Second, the Western Powers and the Yugoslavian government have all made some compromises on the implementation of the peace agreement.

  The compromises reached in Rambouillet are "coercive". Some knotty issues, such as the status of Kosovo and the way to implement the agreement, have not been solved. During the talks, some blood conflicts happened in Kosovo. People worry about whether related sides will resume peace talks on March 15.

  The Kosovo crisis is still serious at present, huge and arduous tasks are needed to make the peace process irreversible.
