Protecting State Law With Iron Will

  This report (Part I) by Our Staff Reporters Hu Mou and Wu Jing is about deeds of Hou Liming, one of the nation's top 10 outstanding procurators. The report runs in part as follows: Six years ago, Hou offered himself for the position as the Nanshan district procurator. Since then his work unit has been cited as an advanced collective, a civilized unit and advanced grass-roots Party organization and his himself has been awarded the titles as a national model procuratorial cadre, one of the national top 10 outstanding procuratorial officers, and an outstanding chief procurator of Guangdong Province.

  As early as 1990, Hou, then deputy procurator, helped an upper-level procuratorial organ in ferreting out the bribe-taker Gao Senxiang, director of the Shenzhen Branch of the Citic Industrial Bank, who asked for and took bribes worth 2 million yuan.

  In June 1996, based on a corruption-reporting letter he uncovered through investigation the case of Wang Junfeng who by abusing his position in charge of credit, took bribes worth 1.13 million yuan, HK$1 million, illegal business gain converted to 2.36 billion yuan.

  Between 1993 and 1998, the Nanshan District Procuratorate placed on file 195 criminal cases involving 216 people for investigation, and thus retrieved nearly 1 billion yuan in economic losses for the state and the collective. The fruitful work of Hou Liming and the Nanshan District Procuratorate has been highly praised by the leadership at a higher level and various social circles and won Hou the good name "Hero Fighting Tigers in Nanshan".

  Moving people with feeling, convincing people with reason and punishing criminals according to law-this is Hou Liming's unique skill in handling cases. Hou said, failure to set strict demand on police will lead to the emergence of the phenomenon of handling cases in an uncivilized manner and will greatly tarnish the good image of procuratorial organs, adding that modern civilization set still higher demand on the quality of procurtorial officers. Only a qualified procuratorial officers contingent can better impartially execute law, handle cases in a civilized way and safeguard the sanctity of the law.

  Once a leader of a certain work unit summoned Hou to his residence to accept "advice": asking Hou to be lenient toward someone when dealing with the man's case. Selfless and fearless, Hou Liming, however, said "It doesn't matter to me whether or not my position as a small official can be kept, investigation of the case must be continued until it is settled!"

  Today, Nanshan District's economy is developing in a healthy and orderly way, the district's economic circles have said, "this achievement involves the sweat of Hou the procurator and his comrades-in-arms"
