News Analysis: Results of Peace Talks in Rambouillet

  The results of the Kosovo peace talks in Rambouillet are the consequence of all sides' contests.

  The EU adopted same stand from the very beginning of the peace talks, which called for a peaceful solution to the Kosovo question. While the peace talks met deadlock, Britain and France, as the two chair nations of the talks, twice prolonged the deadline rather than take military actions.

  On the contrary, the United States continuously threatened to launch air strike on Yugoslavia. Thus, the Serbian leader has warned that wantonly using force will create another Viet Nam. But the United States has also announced that it will not send any troops to Kosovo if the two conflicting sides fail to sign the peace agreement. Without the United States, the EU has to deal with the aftermath of the air strike independently, therefore most EU members oppose the wanton use of force, and the US proposal of military actions against Yugoslavia has not turned to reality yet.

  The two sides of the Kosovo conflicts went to Rambouillet under pressure of the Western nations, which is another reason for the current stalemate. It not only reflects the complexity of this question, but also shows that only one major power cannot solve the Kosovo crisis.

  During the talks, Yugoslavia and Serbia firmly maintain their national sovereignty and territorial integrity. They stick to the stand that the NATO do not have the right of sending troops to a non-membership state, and have won some sympathy from the international media.

  The peace talks in Rambouillet are not over. The international community is paying close attention to the question as to whether the Kosovo crisis can be finally solved in three weeks.
