*Reasonable Mobility of Scientific and Technological Talents Should Be Encouraged
An author says in an article that scientific and technological talents should be encouraged to move reasonably. At present, a great number of enterprises in China are still incapable of investing in the innovative technologies, especially in the development of high technologies. Meanwhile, universities and research institutes are scrambling for funds to carry out their applied researches. The author proposes that special funds be allocated for the marketable and profitable research projects and close cooperation between enterprises and research institutes be promoted.
The author also points out that in reforming the university and research institute systems, the reasonable arrangement of the talented personnel is key to the building of an efficient and high-level scientific and technological army.
*Much can Be Done about the Development of the Education-related Industries
Education in China is faced with two major issues: 0ne is that education has failed to met the needs of economic development and social progress. The other is that education is still deeplyh relying on the government and the educational community itself.
The author adds that the development of the education-related industries and educational services should be integrated with the decisions to expand domestic demands and propel economic growth. Governments at all levels, social organizations and individuals should all be mobilized to take an active part in the development of the education-related industries.
*Social Sciences Should Be Strengthened
In the implementation of the strategy of "Revitalizing the Country Through Science and Technology", social sciences, as well as natural and engineering sciences, should be reinforced. Social sciences play an indispensable role in national construction. Moreover, mutual infusion and promotion between social and natural sciences is becoming a trend in scientific advancement.
