The Key to Ensuring Quality Lies in Implementation of the Circular 　　This is the article by Our Commentator. In light of the situation featuring the current chaotic engineering quality management and the frequent occurrence of accidents, the Circular sets forth a series of effective measures. Conscientious implementation of the spirit of the Circular, carrying out each measure to the letter and effectively guaranteeing engineering quality is not only a major task for construction management departments, but is also an important responsibility placed on the shoulders of Party committees and governments at various levels. 　　The key to implementation of the spirit of the Circular lies in enhancing understanding and strengthening leadership. Whether engineering quality is good or bad concerns the success or failure of the strategic decision on expanding domestic demands and relates to the safety of people's lives and property and the great cause of the socialist modernization drive. No leader and builder should take the matter lightly. First of all, Party and government leaders of various regions and departments must pay high attention to the matter and regard engineering quality as an important standard for assessing one's administrative achievements. 　　System construction is a fundamental guarantee for engineering quality. The Circular stresses the need to establish and perfect the project legal person responsibility system, the bid-inviting and submitting system, the project supervision and control system and the contract management system. The legal representative should undertake general responsibility for engineering quality. 　　The Circular points out that to ensure engineering quality, it is imperative to step up construction of clean and honest government and punish corrupt practices. 　　Conscientiously implementing the spirit of the Circular to ensure engineering quality is an important work for the whole nation this year.
