Strengthening Infrastructure Construction Project Quality Control ĦĦĦĦThis is the requirement set by the State Council in its recent Circular issued to various regions and departments. The Circular points out that the engineering quality of infrastructure construction projects, particularly major ones, not only concerns the effective use of state construction funds, but also has a great bearing on the sustained, rapid and healthy development of the national economy and the safety of people's lives and property. Requirements in relation to 24 tasks in five aspects are clearly defined in the Circular. The five aspects are as follows: 1. Establishing and implementing a leadership responsibility system relating to engineering quality; 2. strictly performing construction procedures and guaranteeing early-stage construction quality; 3. Perfecting the project management system and rectifying the construction market; 4. engaging in careful prospecting and designing work and intensifying construction management; and 5.
