Li Peng Visits Hainan Province

  Li Peng, chairman of the National People's Congress (NPC) Standing Committee, said that local legislatures must draft laws and regulations suited to their unique situations so as to benefit reform, opening-up, economic growth and social progress.

  He said successful principles and policies must be integrated into laws and regulations in time.

  Li made the remarks during a recent fact-finding tour of Hainan, China's southernmost island province, shortly after the end of the Chinese Lunar New Year.

  The Provincial People's Congress briefed the NPC chairman on local efforts to improve law enforcement and supervision mechanisms.

  The nation's top law-maker expressed the hope that the local congress will actively deliberate and draft local laws and regulations, while at the same time strengthening supervision and earnestly summarizing successful experience.

  Li and provincial leaders visited a number of laid-off workers and toured key construction projects in Wanning and Haikou between February 20-22.

  During a visit to the home of Xie Huafang, a laid-off worker who opened a small shop, Li said that laid-off workers must alter their view that state-owned enterprises are their sole source of employment.

  He urged the local government to encourage laid-off workers to seek jobs on their own and at the same time open new channels for employment.

  The Communist Party of China (CPC) and government will most certainly provide assistance to people in need, said Li, adding that "the success of our cause depends on the full support of the people."

  Li praised provincial authorities for drafting innovative plans for sustainable economic growth.

  Hainan enjoys unique advantages for developing tropical agriculture, tourism, offshore oil undertaking and related petrochemical projects, said Li.

  He stressed that adhering to the current mode of economic development will enable Hainan to realize sustainable, rapid and healthy economic growth.

  He advised local authorities to fully consider the marketing for developing tropical agriculture, and noted the need for the simultaneous development of the processing of farm produce.

  Li emphasized the need to protect water resources, the ecological system and forests during the course of agricultural development.
