In-depth Development of Trade Unions' 'Sending-Warmth Project'

  This report by Our Staff Reporter Yuan Jianda says: "Sending warmth" expresses the concern and care of the Party and government for enterprises and workers having temporary difficulties, and embodies the fine tradition of the Party's close ties with the masses. Therefore, this project has received high attention and great support from the leaders of the Party Central Committee.

  Over the past seven years, Jiang Zemin, general secretary of Party Central Committee, has appeared each year among workers and staff members of state-owned enterprises, bringing to them the cordial regards of the Party and the government. He has repeatedly stressed the need to show concern for the workers' livelihood and unswervingly implement the principle of wholeheartedly relying on the working class. Early this year when he inspected state-owned enterprises in the Inner Mongolian Autonomous Region, he required that leaders at all levels ensure the basic living expenses of laid-off workers and the timely issuance of full pensions to retirees, so as to guarantee the latter spend a happy Spring Festival.

  Since its initiation in early 1992, the "sending-warmth project" has traversed a course of change and innovation. It has evolved from the early presenting money and articles to a system project to make good omissions and deficiencies for the social security system and has been institutionalized and socialized, becoming a frequent practice. To ensure the smooth implementation of this project, the following work has been done: establishing archives of needy workers; setting up a fund; establishing a system by which leading cadres maintain contacts with enterprises and workers having financial difficulties; developing training and re-employment of laid-off workers; developing workers' supplementary insurance service; establishing workers consumption cooperatives and establishing workers housing cooperatives.

  The target for further development of the "sending-warmth project" is to establish a mutual-aid and mutual-help workers supplementary security system with Chinese characteristics which has the function of supplementing the country's social security system.
