President Jiang Urges Beijing to Do Better
President Jiang Zemin urged Beijing, the Chinese capital, to completely implement the guidelines of the 15th National Congress of the Communist Party of China and make the capital even more prosperous and beautiful.
Jiang, who is also General Secretary of the CPC Central Committee, made the remarks during an inspection tour of Beijing on February 10.
Beijing achieved new progress in economic growth, re-employment of laid-off state-owned enterprise workers, urban construction and administration, air pollution control, and in maintaining stability, Jiang said.
Beijing should pay great attention to agriculture and rural work and completely implement the guidelines of the Third Plenum of the 15th CPC Central Committee and the Party's policies in the countryside, as suburban areas account for more than 90 percent of the city's total area, he said.
He noted that efforts should be made to explore new subjects in deepening rural reforms, accelerate agriculture-related scientific and technological advances, promote agricultural industrialization, enrich the science and technology content in agriculture, increase agricultural vitality and farmers' income, and strive for agricultural modernization.
He urged continued efforts for the "Vegetable Basket" Project to increase vegetable varieties and improve quality of vegetables.
At present, special efforts should be made to ensure the vegetable supply during the upcoming lunar year Spring Festival, the country's traditional three-day holiday which falls on February 16-18, Jiang said.
The President also said that great importance should be attached to the establishment and development of new and high technologies.
"We must proceed from the strategic need of trans-century development and aim at the forward development of the world science and technology and lay stress on priority projects and concentrate our efforts to achieve breakthroughs," he said, adding that Beijing, which is strong in terms of talents, science and technology, and knowledge, should draft a new program for a faster scientific and technological development.
He said that Beijing should increase its contact with science research institutes and institutions of higher learning to bring into full play the initiative of all sectors.
At the same time, efforts should be made to use successful overseas experience in creating science city so as to establish science and technology parks with Chinese characteristics, the President said.
He said that the central government has decided to hold grand and warm celebrations to mark the 50th anniversary of the founding of New China on October 1.
It is both an honor and arduous task for Beijing to be responsible for most of the celebrations, Jiang said, urging Beijing to formulate a careful plan and make fine organization and preparations.
As the national capital and political and cultural center of China, Beijing is an important window of China's reform, opening-up and socialist modernization drive, Jiang said.
He called on people in Beijing to do all of this year's work well, continue reforms, open up wider, boost economic growth, step up urban construction and administration, ensure a good public order, and maintain stability.
