A Scale Never Becomes Unbalanced

  Reporter Su Ning is about the meritorious deeds of Wang Zeqi, president of Nanzhushan Court and judge at the grass-root level. He is a model representative on the political and law front. In handling cases for the people and helping people solve difficulties, he adheres to the principle that "everybody is equal before the law". He has safeguarded the image of the state and government through his own meritorious deeds.

  The year 1998 was unforgettable because such honorary titles as "Outstanding Communist Party Member of Xiangtan City", "Public Servant Satisfactory to the People of Hunan Province" and "National Outstanding Judge" were conferred upon him.

  In the winter of 1992 when three administrative districts of Xiangtan city were being merged in administrative-division readjustment, more than 10 vice-presidents and 100 cadres of courts were confronted with the choice of leaving or remaining and promotion or demotion. Wang Zeqi was one of them, who was to be transferred from the city to a grass-roots court in the village of Xiangtan County. As a leading Party cadre at the grass-roots level, who has been trained for many years by the Party, he thought that reform and opening up in the village also need legal protection and local people also need judges to help them solve their difficulties, so he packed up and embarked on the course leading to his destination Nanzhushan to take on his new post.

  Although there are only some 30,000 people in the area under the jurisdiction of Nanzhushan Court, many cases need to be handled annually and there are 74 accumulated cases hard to solve. Through his hard work, thorough investigation and study, and the joint efforts made with his colleagues, these accumulated cases were all wound up in only half a year.

  In cases he handled, he has helped people solve their difficulties. For example, he helped a villager Li Guijiao, who wounded from the explosion of a pressure cooker, successfully claim a compensation of 21,000 yuan, and helped opponents to hold hands and chat cheerfully in making up a quarrel, and couples who had a falling-out to become reconciled.

  As a people's judge, he has set a rule for himself: strictly observe the professional ethic of enforcing law in a fair way, so in whatever cases he handled, he took facts as the basis and law as the standard.

  Because Wang strictly adheres to principle, seriously executes law and honestly handles cases, the nearly 700 cases he has wound up over the past six years or so are all rated as excellent through rigorous examination.

  "Behaving in an open and upright way, serving as a clean and honest official and enforcing law in a fair and just manner"-this has for many years been the standard he set for himself. Over the past six years, Wang has rejected "red packets" (containing gift of money totaling 23,000 yuan) presented by 127 people involved in cases. He makes it a rule never accepting ill-gotten wealth though money is important to a family like Wang's with financial difficulties, he supports a large family by relying on his monthly wage of only 800 yuan.
