Daqing Oilfield Forges ahead with Hi-Tech

  Daqing oilfield is braced itself for introducing talented people and relying on hi-tech to improve its production in 1999. It also is set to formulate preferential policy for employing about a hundred talented scientists this year.

  Daqing's production has been booming because it has put premium on unfolding hi-tech projects in 1998, an increase of 8.5% over a year earlier and higher than the national average.

  Daqing is set to take the following steps to make itself a modern hi-tech oil producer:

  * Implementing in-depth reform and tapping latent force. In 1998, 265 projects were completed on technological breakthrough and new products development and 235 projects' results were spread. As a result, 42% economic growth was attributed to scientific and technological advancement

  * Widening opening-up and providing enterprises and investors with preferential policies, better ambience and quality services to make Daqing a hot spot for investment. Last year, 11.43 billion yuan was contracted in investment and 6.64 billion yuan had arrived. 2327 projects contracts were signed of which 26 are hi-tech projects each with an investment of over 100 million yuan. Impert and export trade was valued at over US$73 million.

  * Scientific and technological advancement. A hi-tech industry group headed by the Daqing New and High Development Zone

  has been shaped. New and high technologies have been used to retool agricultural and sideline products and machinery and building material industries.

  A great effort has been made to train people. 35000 young people have been sent to higher learning institutes and over 3200 were sent to training courses in Xiamen, Wuxi and other places.
