Infrastructure Construction Is Project of Lasting Importance,
Quality Comes First

At present, infrastructure construction is being carried out nationwide on an
unprecedented scale. Doing a good job of infrastructure construction not only can boost
current economic growth, but can lay a solid foundation for achieving the third-step
strategic goal of reaching the level of moderately developed countries, so it is a great
cause that contributes to the contemporaries and benefits future generations. Construction
of these projects, that cost a huge sum of money, is being carried out with bank loans
through the issuance of national bonds under the condition wherein the state has financial
difficulty. Making proper use of these funds and successfully building these key projects
that affect the national economy and people's livelihood bring the benefit for the people
are the expectations and requirements of the Party Central Committee and the State Council
and are matters to the concern of cadres and the masses in general. So, this work should
be carried out in line with Comrade Jiang Zemin's related instructions given at the
Central Economic Work Conference. Since this is a project of vital and lasting importance,
we must give first place to quality.
The present situation regarding the quality of infrastructure projects is, on the
whole, good, but there also exist many problems and some of which are quite serious.
Vicious accidents recently occurred, such as the collapse of bridges, the cave-in of
roadbeds and the toppling of houses, have aroused high attention. The project quality
problem
has become key to the success or failure in implementing the policy concerning expanding
internal needs and enlarging infrastructure construction.
In view of the situation, the State Council has specially called a work
conference on the quality of national infrastructure construction projects and has
presented effective measures for guaranteeing project quality, this move demonstrates the
State Council's determination to resolve this problem. To ensure project quality, it is
essential to establish a level-by-level quality responsibility system, this provides an
organizational guarantee for project quality.
It is necessary to tighten quality control. First of all, it is imperative to strictly
implement the procedures for capital construction, including strictly examining and
grasping links related to the project proposal, feasibility study report, reports on the
initial design and start of construction projects and inspection and acceptance of
completed projects. Secondly, it is necessary to establish and perfect the bid-inviting
system. The tender-inviting-and-submitting work must embody the principle of openness,
fairness and justice. Thirdly, it is necessary to introduce a strict project supervision
and management system. Fourthly, it is necessary to strengthen government supervision over
project quality.
Numerous facts have indicated that project quality incidents are usually related
to corrupt practices.
To guarantee project quality, it is essential to rely on science and technology and
qualified contingents.
The quality of projects is an important demonstration of the national quality,
representing the image of the Chinese nation. All personnel applying themselves to project
construction must exhibit a high sense of historical responsibility and a high spirit of
holding themselves responsible for the state, the people and future generations, redouble
their efforts to guarantee project quality and do a good job of infrastructure
construction, so as to live up to the expectation of the CPC Central Committee and the
State Council and to the satisfaction of the people throughout the country.
