NPC Standing Committee Begins Deliberation on Revising Constitution
The seventh session of the 9th National People's Congress (NPC) Standing Committee began on January 29 in the Great Hall of the People.
Li Peng, chairman of the NPC Standing Committee, presided over today's meeting which focused on deliberating the revision of China's constitution.
Entrusted by the Communist Party of China (CPC) Central Committee, Tian Jiyun, a member of the CPC Central Committee's Political Bureau and member of the CPC Central Committee's team on revision of the constitution, said that the constitution promulgated in 1982 is a good one and has played an important role in the country's political, economic and social life.
He said that amendments were made to the constitution in 1988 and 1993, and the CPC Central Committee considered making further amendment to the constitution after the convening of the 15th National Congress of the CPC which held high the banner of Deng Xiaoping Theory and summarized the experiences drawn from the country's reform and opening-up drive.
Tian said the CPC Central Committee set up a special constitution-revision team which has mapped out an initial plan.
The initial plan was submitted to members of the Standing Committee of the CPC Central Committee's Political Bureau for examination, and after the plan was approved by the members of the Political Bureau in principal, it was distributed to people in all walks of life for deliberation, after which the CPC Central Committee made further amendments while taking various suggestions into consideration.
After further deliberation by the Standing Committee members and members of the Political Bureau, the CPC Central Committee's Suggestion for the Amendment of the Constitution was created, and was submitted to today's session for deliberation.
Gu Angran, vice-chairman of the NPC's Law Committee, reported to the session on the revision of the draft of China's contract law.
Qiao Xiaoyang, deputy director of the NPC Standing Committee's Commission of Legislative Affairs, reported on the draft of the creating methods for selecting the Macao Special Administrative Region's (SAR) deputies to the 9th NPC, and the draft of creating resignation methods for the Hong Kong SAR's deputies to the 9th NPC.
Xiao Yang, president of the Supreme People's Court, and Han Zhubin, procurator-general of the Supreme People's Procuratorate, also reported to the session on reforms in their jurisdictions.
