China Promulgates New Rules for Military

����Chinese President Jiang Zemin, in his capacity as chairman of the Central Military Commission, recently signed decrees promulgating 13 operational regulations as part of a new set of regulations for the Chinese Army.

����These new regulations include the Outline Governing Joint Campaigns of the People's Liberation Army of China covering combat rules and logistic support for the army, navy, and air force and their joint operations.

����More such rules will be issued to replace the former operational regulations set forth in the 1980s, military sources announced in Beijing January 24.

����The promulgation of the new military operational rules indicates that the Chinese military has reached a new understanding of today's regional wars which are characterized by modern high technologies, sources said.

����Since the formulation of the old operational regulations, a new definition of China's military strategy has emerged and the task of the military is changing, sources said, adding that new developments in military high technologies have altered military practices around the world and have had a tremendous impact on combat theories.

����New experiences in military training have also been accumulated, the military sources claimed.

����Based on these developments, the Central Military Commission decided to amend the old operational rules.

����The new regulations are of great significance in upgrading the Chinese military's capacity to successfully wage modern regional wars characterized by modern technologies, comprehensively advancing the military's qualities and realizing the goals of self-defense and continued growth in the new century, the military sources said.

����The new regulations cover all branches of the military, and nearly half of them relate to hi-tech weapons included in operational rules for the first time.
