"Closed-Door" Operation of Grain/Cotton/Oil-Purchasing Funds Mechanism Investigated
����China has a "closed-door" operation of grain/cotton/oil-purchasing funds mechanism introduced by the whole grain supply and marketing system of the country starting from last year. Facts show that successful work has been done to that end in China. Henan Province is cited as a typical example for its grain purchases during an approximate one-year period last year. In 1997, with state loans grain purchases in the province accounted for 40% of the country's summer grain purchased which had ranked it first in China. By 1998, grain purchase by the province used a loan merely accounting for 9% of those issued by the state throughout the country in marking the success of "closed-door" use of state funds by the whole grain supply and marketing system in China.
