Senior Aide: Yeltsin Remains in Charge

  Russian President Boris Yeltsin would not delegate his powers to Prime Minister Yevgeny Primakov, a senior Kremlin official said Tuesday.

  Yeltsin's first deputy chief of staff Oleg Sysuyev told a press conference that the president would not transfer his powers to Primakov "for either formal or technical reasons," Interfax reported.

  "The reins of power...remain in the hands of the president of the Russian Federation," he said.

  The gastroscopic test performed on President Yeltsin on Wednesday showed that internal bleeding had stopped, the inflammation of the tissue had vanished and the first signs of recovery had appeared, presidential spokesman Dmitry Yakushkin said.

  Yakushkin said the doctors believed that there was no apparent need for surgery, Interfax reported.

  Yeltsin may now walk by himself in his ward and work behind his desk, the spokesman said.
