The Premier and a Letter

  At about 10:00 on the morning of January 19, Premier Zhu Rongji was surrounded by residents just as he walked out of the residential building in Yangqiao New Village in Fuzhou City after calling on two impoverished worker households.

  "How are you, everybody! I've come to send my greetings to you as the Spring Festival is approaching." Zhu continuously waved greetings to the residents. Just at that moment, a voice came from the balcony of said building. As the premier looked up, he saw a gray-haired old man.

  "Premier, I've a word to talk to you, may I?" asked the elderly.

  Zhu answered smilingly, "say it please."

  "Have you received the letter I sent to you?'

  "What kind of letter?'

  "A very important one."

  "When did you send it?"

  "December 27, last year."

  "I don't know your name, would you tell me?"

  "My name is Zhao Chengyao."

  "Which is the word for Cheng?"

  "Cheng means inheriting, and Yao means brilliant light."

  "Well, I'll inquire about the matter", said the premier as he waved to the old man.

  After leaving Yangqiao New Village, Zhu Rongji immediately instructed related personnel to inquire into the whereabout of the letter

  Zhao Chengyao, formerly a chief accountant with the commercial bureau of Guhailal city of Inner Mongolia, settled down in Fuzhou after retirement. Last December 27, he wrote to Premier Zhu Rongjion the matter relating to reform of the tax system. Investigation revealed that the letter had been transmitted January 4 to the State Administration of Taxation for study. The premier asked staff members to immediately convey to Zhao Chengyao the result about how the matter was handled. At 2:00 pm that day, leaders of the regional Party committee personally called on Zhao, telling him about the news. Zhao told the leaders that it was out of his expectations that the premier would give him a reply so quickly about how the matter was handled. Zhao expressed the hope that his proposal would be useful for the country's reforms.
